Pre-primary campaign reports filed

CHARLESTON – Two local legislative races are nearing or have exceeded $100,000 in contributions for the election cycle, according to the campaign financial disclosures for the primary filed with the West Virginia secretary of state.

Bob Fehrenbacher, running for the Republican nomination for the full term in the 3rd Senatorial District against incumbent Mike Azinger, reported contributions of $118,955 year-to-date.

Sen. Trenton Barnhart, running for the Republican nomination for the unexpired term in the 3rd Senatorial District of Wood, Pleasants, Ritchie and Wirt counties, has raised $98,102 for the year.

Two senators can not come from the same county and the unexpired term was caused when Donna Boley of Pleasants County retired, to which Barnhart was appointed by the governor in January to fill the vacancy until the election.

Incumbent Republican Scot Heckert in the 13th District reported contributions for the election year of $87,782. In the House of Delegates 12th District, incumbent Republican Vernon Criss reported contributions of $72,750 for the year-to-date.

Primary election campaign financial disclosures cover the period from April 1 to April 26 and were due Friday, May 1. Reports from candidates and committees are available on the website of the secretary of state, https://cfrs.wvsos.gov/public/home.

May 12 is primary election day. Early voting is underway and will continue until Saturday.

Fehrenbacher reported contributions of $27,800 for the reporting period and expenditures of $73,249 for the period and $105,855 year-to-date.

Fehrenbacher reported contributions of $250 each from Nancy Miller, Douglas Reeder, Karen Bowling and Daniele Waltz, $200 each from Halcott Foss and Paul Hoblitzell, $100 each from Brad Story, James Hughes and Anne Kimberly Hochendoner and $50 from Jim McKay.

He reported $500 each from Dan Marshall of Parkersburg, Roger Sheppard of Davisville, Matthew Christiansen of Huntington, Expand Energy Corp. Employee PAC of Oklahoma City, Okla., $1,000 contributions each from Michael Haid of Charleston, the Gas and Oil PAC of Charleston, James Leach of Vienna and Harry Esbenshade of Vienna, $2,000 from the Wild & Wonderful PAC of Arlington, Va., $2,600 from Albert Wright of Morgantown, $2,500 from the West Virginia Troopers Association, $2,800 from the Greater West Virginia Carpenters PEC of Philadelphia and the American Federation of Teachers, West Virginia Appalachian Laborers’ District Council PAC of Charleston and the Dominion Energy PAC of Richmond, Va., and $1,750 from the West Virginia Education Association.

Azinger reported contributions of $24,850 for the period and $65,478 for the year and expenditures of $49,083 for the period and $53,839 for the year to date.

He reported contributions of $250 each from Richard Heath Jr. and Christopher Dave, $100 each from Tom and Linda Sams and William Summers Jr., $500 each from One Main Holdings of Evansville, Ind., and Helen Paxton of Parkersburg, $1,000 each from Rodney LeRose of Summersville, W.Va., and Always Free of Martinsburg, W.Va., $1,250 each from Steve Antoline of Mount Lookout, W.Va., J. Todd Cornett of Ghent, W.Va., Greg Darby of Beckley, Bryan Stafford of Beckley and the West Virginia Coal Association, $1,500 from Brian Helton of Mount Hope, W.Va.,$2,500 each from Donald Carter Jr. of South Charleston, W.Va., and Geoffrey Foster of Winfield, W.Va., and $2,800 from Robert Moore of Belmont, Ohio, Janet Azinger of Vienna and B. Caci Petrehn, unopposed for the Democratic nomination for Senate in the 3rd District, reported contributions of $760 for the reporting period and $1,355 year-to-date. She reported expenditures of $778 for the period and the year.

Petrehn reported contributions of $20 from Nichole Kuch, $40 from Alexa Barker, $100 each from Kim VanRijn and David and Lori Petrehn and $500 from Anthony Perry of Davisville.

Barnhart is opposed for the Republican nomination by Jason Harshbarger. No Democrats filed for the primary election.

Barnhart reported contributions of $20,600 for the period and expenditures of $62,155 for the period and $73,332 year-to-date.

Barnhart reported contributions totalling $2,850 at an April 11 fundraiser. He reported contributions of $350 total from Michael Nichols, Robert Riggs and Phelps Taylor, $500 from Dave Parks of St. Marys and $1,000 each from Michael Hall of Pennsboro and M.T. Hall of Ellenboro.

Harshbarger reported contributions of $12,340 for the reporting period and $22,431 year-to-date. He reported expenditures of $9,383 for the period and $17,183 for the year.

Harshbarger also reported a $20,000 loan to his campaign from himself.

In the 13th District, Heckert reported contributions of $5,500 for the reporting period and expenditures of $31,835 for the period and $87,782 for the year.

Reported contributions for the period included $250 each from the West Virginia Dental Association, CSX Good Government Fund and Dominion Energy, $500 each from James Davis of Morgantown, Wild and Wonderful PAC of Arlington, Va., Communications Workers of America of Charleston and GOPAC of Charleston and $2,800 from the West Virginia Appalachian Laborers District Council of Charleston.

Melissa McCrady, also running for the Republican nomination in the 13th District, reported contributions for the period of $2,800 and $10,479 year-to-date and expenditures for the year and for the reporting period of $5,335.

She reported a contribution of $2,800 from Stefan Gleason of Charlotte, N.C., and in-kind contributions totalling $595 from Justin Harris and Kenny Cline.

Marley Umensetter, a Democrat running unopposed in the 13th District, reported contributions of $827 for the reporting period, $2,112 year-to-date, and expenditures of $807 for the reporting period and $1,132 year-to-date.

She reported contributions of $1 from Robin Wells, $1.43 from Tami Davis Entabi. $25 from Jamie Cutlip, $50 from Mandie Mitchell and Stephen Tuck, $100 each from Teresa Van Duyn and Carl Mayfield and $500 from Anthony Perry of Davisville.

Criss, chairman of the House Finance Committee, reported contributions of $30,550 for the period. He reported expenditures of $37,179 for the year.

Democrat Dennis Rempel reported contributions of $134 for the period and $343 year-to-date. He reported a loan from himself to the campaign for $720 and expenditures of $929 year-to-date.

Rempel reported contributions of 98 cents from Robin Wells, $1.43 from Tami Davis Entabi, $2.91 from Francis Stewart, $5.82 from Dennis Greenia, $24.73 from Mandi Mitchell and $98.95 from Kimberly A. Rempel.

The Republican nomination in the 10th Delegate District is opposed between incumbent Delegate Bill Anderson and Justin Beanard.

Anderson reported contributions of $8,800 in the reporting period and $38,018 year-to-date. He reported expenditures of $75 for the period and $351 year-to-date.

Anderson reported contributions of $250 each from Wild & Wonderful PAC of Arlington, Va., and the West Virginia Chamber of Commerce PAC, $500 from the West Virginia Trial Lawyers Association PAC, $1,000 from the West Virginia Hospital Association PAC, $2,000 each from CSX Corp. Good Government Fund and Christine H. Davis of Morgantown and $2,800 from Dominion PAC.

Beanard reported contributions for the period and the year-to-date of $525 and expenditures of $503. He reported contributions of $100 each from Cheryl Baker and Terry Hofmann and $325 from himself.

Democrat Chris Jones, running unopposed in the 10th District, reported contributions of $271 for the period, $561 year-to-date, and expenditures of $322 year-to-date.

Jones reported contributions of $1 from Robin Wells, $20 from Mandie Mitchell, $50 from Kelly Cowman and $100 each from Teresa Van Duyn and Pamela Wright. He also received a $120 in-kind contribution from the West Virginia State Democratic Executive Committee.

In the 11th District, Republicans Jeff Sandy and Andrew Borkowski are running for the nomination. Daniel Miller is running unopposed for the Democratic Party nomination.

Fehrenbacher, the sitting delegate from the 11th District, is not running for re-election to the House.

Sandy reported contributions of $3,100 for the period and $29,623 year-to-date. He reported expenditures of $26,457 for the year and $6,194 for the period.

He reported contributions of $100 from Rick Modesitt, $250 each from John and Betsy Myer, West Virginia Chamber of Commerce PAC, Communications Workers of America and the Gas and Oil PAC, $500 from Robert and Rita Smith and $1,500 each from Heat and Frost Insulators and Allied Workers Local 80. Sandy also reported a loan of $5,000 from himself to his campaign.

Borkowski reported contributions of $4,012 for the period, $6,653 year-to-date, and total expenditures of $9,821.

Contributions included $50 from Reynolds Landscaping, $51 from Chris Murray, $100 from James Hughes, $250 each from Blair Couch and Kimberly Couch, $500 from Rebecca McGinnis of Vienna and $2,800 from the Blue and Gold PAC of Beverly, Mass.

Miller reported contributions of $300 for the period and $420 for the year-to-date and expenditures of $271 for the year. Miller reported contributions of $20 from Judith Peascoe, $25 from Mandie Mitchell, $35 from Consuelo Moreno, $100 from Connor Aleshire and $120 from the West Virginia Democratic Executive Committee.

Three Democrats and three Republicans are running in the 14th District.

Democrats Jim Marion, Crystal Butcher and Jonathan White reported no contributions or expenditures for the period. Republican incumbent Dave Foggin also reported no contributions or expenditures for the period.

Republican Angie Adams reported contributions of $448 and expenditures of $520 for the period. She reported contributions of $50 from Rick Modesitt, $48 from Darren Sherlock and $350 from herself.

Republican Andy Daniel reported contributions for the period of $1,750 and $35,856 year-to-date. He reported expenditures of $15,678 for the reporting period and $29,968 for the year-to-date.

He reported contributions for the period of $250 from the CSX Corp. Good Government Fund, $500 from the West Virginia Chamber of Commerce and the West Virginia Bankers PAC and $500 from the West Virginia Hospital Association at a fundraising event on March 11 in Charleston.
